Heads-Up, Homeowners: New Pool Fence Rules Coming in 2025

If you have a backyard pool —especially one without a fence—now’s a great time to get familiar with some important changes on the horizon. New safety standards will apply to all residential pools across the province, regardless of when they were installed.

The province of Quebec has more backyard pools per capita than any other region in North America. In fact, the province has over 300,000 pools, even exceeding numbers in Florida! Recent data shows that 43% of all new pool installations nationwide are in Quebec.

What’s Changing?

As of September 30, 2025, updates to Quebec’s Residential Swimming Pool Safety Regulation will come into full effect. Until now, pools built before November 1, 2010, didn’t have to meet certain safety standards. That’s about to change.

What Are the New Requirements?

Here’s a quick rundown of what will be required to meet the updated safety standards:

Fence Height: At least 1.2 meters (about 4 feet).

Fence Design: Must block objects 10 cm (4 inches) in diameter and be tough to climb.

Gates: All gates must close and latch on their own. If the latch is on the outside, it should be at least 1.5 meters high.

Above-Ground Pools: If the walls are under 1.2 meters or accessible by a deck, a fence is needed.

Portable Pools: If the walls are under 1.4 meters, fencing is required.

Clearance Zone: Keep a 1-meter area around the fence free of climbable objects like planters or furniture.

If your pool setup doesn’t meet the new rules, you could face fines ranging from $500 to $700—with stricter penalties for repeated violations. Starting in fall 2025, local municipalities will begin enforcing the new rules.
